  • THAT the minutes of the June 17, 2025 Council in Committee meeting be adopted as circulated.

  • THAT the minutes of the Closed Session of the June 17, 2025 Council in Committee meeting be adopted as circulated and remain confidential.

  • THAT the report of the April 7, 2025 Business Development and Planning Advisory Committee meeting be received.

  • THAT the report of the March 27, 2025 Haldimand Museums Advisory Board meeting be received.

  • THAT the report of the April 28, 2025 Heritage Haldimand meeting be received.

  • THAT Report CEC-04-2025 Public Entertainment Licence and Designation of Municipally Significant Event for Caledonia Ribfest be received;

    AND THAT in accordance with By-law 1915/18, a Public Entertainment Event Licence be issued to Northern Heat Rib Series Inc., 2968 5th Line, Ohsweken, ON, N0A 1M0, to hold Caledonia Ribfest July 4 to July 6, 2025 at 151 Caithness Street East, Caledonia, subject to the following conditions:

    1. THAT the maximum allowable sound level from amplified music or musical performances be limited to 85 dBA at 30m distance from the opening of the sound stage;
    2.  THAT no amplified music or musical performances be permitted prior to 9:00am or after 11:00pm;
    3. THAT amplified music or musical performances are restricted to the sound stage and no other amplified music or musical performances shall occur anywhere else on the property;
    4. THAT the rear (north side) of the stage be equipped with sound dampening material approved by an independent licensed engineer specializing in acoustics;

    AND THAT the Caledonia Ribfest be deemed a ‘municipally significant’ event for its perceived community benefit, and to fulfill the requirement for liquor sales as prescribed by the Alcohol and Gaming Commission of Ontario.

  • Resolution 1

    WHEREAS the Corporation of Haldimand County is a shareholder of the Haldimand-Norfolk Housing Corporation by way of Share Certificate Number 2, dated July 12, 2001, for a total of 40 shares;

    AND WHEREAS the Haldimand-Norfolk Housing Corporation has presented the audited financial statements for the fiscal year ended December 31, 2024 to the Shareholders;

    AND WHEREAS the auditors, Millard, Rouse & Rosebrugh LLP, has provided an unqualified opinion on those financial statements;

    THEREFORE BE IT RESOLVED THAT the financial statements for the fiscal year ended December 31, 2024 of the Haldimand-Norfolk Housing Corporation be approved and received by the Shareholder.

     

  • Resolution 2

    WHEREAS the Corporation of Haldimand County is a shareholder of the Haldimand-Norfolk Housing Corporation by way of Share Certificate Number 2, dated July 12, 2001, for a total of 40 shares;

    AND WHEREAS the Corporation of Haldimand County, as a shareholder of the Haldimand-Norfolk Housing Corporation, is required to appoint the auditor for the Haldimand-Norfolk Housing Corporation in accordance with Section 149 of the Ontario Business Corporations Act;

    THEREFORE BE IT RESOLVED by the Corporation of Haldimand County that it hereby appoints the firm of Millard, Rouse and Rosebrugh, Chartered Accountants, Simcoe, Ontario as the auditors of the Haldimand-Norfolk Housing Corporation for the fiscal year ending December 31, 2025.

  • Resolution 3

    WHEREAS the Corporation of Haldimand County is a shareholder of the Haldimand-Norfolk Housing Corporation by way of Share Certificate Number 2, dated July 12, 2001, for a total of 40 shares;

    BE IT RESOLVED by the Corporation of Haldimand County:

    THAT Brian Snyder of Haldimand County be re-appointed to the Board of Directors of the Haldimand-Norfolk Housing Corporation effective June 17, 2025, for a term of five years;

    AND THAT Bernie Corbett of Haldimand County be re-appointed to the Board of Directors of the Haldimand-Norfolk Housing Corporation effective June 17, 2025, for a term of five years.

  • THAT Report CLE-08-2025 Update to Procedure By-law be received;

    AND THAT the following appointment for Chair and Vice Chair for the new Business Division of Council in Committee for Haldimand County be made, for the period from June 23, 2025 to November 14, 2026:

    AND THAT procedural matters of Council or Committees not governed by the provisions of the Procedure By-law be governed by the most recent edition of Robert’s Rules of Order;

    AND THAT the by-law attached to Report CLE-08-2025 be approved.
