  • THAT Report PDD-05-2025 Zoning By-law Amendment as a Condition of Consent, Moulton (Hines) be received;

    AND THAT application PLZ-HA-2024-212 to amend the Haldimand County Zoning By-law HC 1-2020 to rezone the subject lands from “Agriculture (A)” zone to “Hamlet Residential (RH)” zone be approved for the reasons outlined in the Report PDD-05-2025;

    AND THAT the application is considered to be consistent with the Provincial Planning Statement 2024, and the Haldimand County Official Plan, and has sufficient regard for matters of Provincial interest under the Planning Act, 1990;

    AND THAT the by-law attached to Report PDD-05-2025 be approved at a future Council meeting.

  • THAT Memorandum CDS-M01-2025 Physician Recruitment Program Update be received.

  • THAT Report ENG-01-2025 Amendment to Haldimand County Pedestrian Crossover and Parking Control By-laws – Broad Street, Dunnville be received;

    AND THAT By-law 2374/22 be amended as outlined in Report ENG-01-2025 to reflect the location change of a Pedestrian Crossover;

    AND THAT Parking Control By-law be amended as outlined in Report ENG-01-2025 to reflect the changes required for the implementation of the Pedestrian Crossover;

    AND THAT the by-laws attached to Report ENG-01-2025 be approved at a future Council meeting.

  • THAT Report FIN-02-2025 Interim Tax Levy and Temporary Borrowing By-law for the Year 2025 be received;

    AND THAT the 2025 combined interim tax rates, as identified in Attachment #1 to Report FIN-02-2025, be adopted;

    AND THAT the 2024 Interim Tax Levy be due and payable in two equal installments, on March 31st, 2025 and May 30th, 2025;

    AND THAT the rate of penalty and interest for 2025 be set at 1.25% per month (15% per annum);

    AND THAT a by-law be presented for enactment to authorize an Interim Tax Levy for 2025 based on the tax rates set out in Report FIN-02-2025;

    AND THAT the Treasurer be authorized to adjust an individual property owner’s interim taxes for 2025, if required, in the event that the taxes would be too low or too high in relation to the estimated total annual taxes for 2025, in accordance with Section 317(9) of the Municipal Act;

    AND THAT a Temporary Borrowing By-law be presented for enactment at a future Council meeting to set the limit for borrowing certain sums, until revenues are received, to meet current expenditures for the year.

  • THAT Report FIN-03-2025 Analysis of Assessment Updated be received.

Councillor Shirton - Chair

  • THAT Report HRD-02-2025 Health and Safety Policy and Program be received;

    AND THAT the 2025 Occupational Health and Safety Program be approved as outlined in Report HRD-02-2025;

    AND THAT Policy No. 2024-01 Occupational Health and Safety Policy be rescinded and replaced with the draft 2025 Occupational Health and Safety Policy as shown in Attachment 6 to Report HRD-02-2025.

  • THAT Report LSS-02-2025 Declare as Surplus - 678 Nanticoke Creek Parkway, Jarvis be received;

    AND THAT the land described as PIN 38245-0174 (LT); legally described as Parcels 3-6 Section D3; Part Unit 3 Plan D-37-3 Nanticoke Part 2 on 37R3116; Haldimand County, be declared surplus to the needs of the municipality and listed for sale with a local realtor, with staff to report back to Council on any potential offers.

  • THAT LSS-12-2025 Road Closure and Conveyance of part of Onondaga Street and part of King William Street, Caledonia be received;

    AND THAT Parcel A, as illustrated in Attachment 1 to LSS-12-2025 and legally described as PIN 38155-0137; Onondaga Street Plan 51 Between King William Street & Winniet Steet; Haldimand County, hereinafter “Parcel A” be stopped up, closed and declared surplus to all County needs;

    AND THAT “Parcel A” as described above, be sold to the abutting neighbours, Shawn Douglas Rennie and Lindsay Jennifer Rennie, for the purchase price of $40,000, plus HST plus costs of closure and conveyance inclusive of Haldimand County’s legal fees;

    AND THAT Parcel B, as illustrated in Attachment 1 to LSS-12-2025 and legally described as PIN 38155-0962; Part of King William Street, Plan 51; Haldimand County, hereinafter “Parcel B” be stopped up, closed and declared surplus to all County needs;

    AND THAT “Parcel B” as described above, be sold to the abutting neighbours, Shawn Douglas Rennie and Lindsay Jennifer Rennie, for the purchase price of $4,500 plus HST plus costs of closure and conveyance inclusive of Haldimand County’s legal fees;

    AND THAT public notice of proposed conveyance be given;

    AND THAT the Mayor and Clerk be authorized to execute all necessary documents;

    AND THAT a by-law be presented for enactment to authorize the closure and conveyance at a future Council meeting.

  • THAT Report CLE-02-2025 Ward Boundary Review Options for Council be received;

    AND THAT Council adopt Option ____ as the new ward boundaries for Haldimand County, to be in effect for the 2026 Municipal Election;
