  • THAT Report FIN-05-2024 Investment Status Report – December 31, 2023 be received;

    AND THAT, in accordance with Section 8.0 of the Cash Management and Investments Policy #2001-11, as amended, $905,143 of the 2023 investment income deficit be funded from the Investment Income Stabilization Reserve;

    AND THAT, in accordance with Section 3(b)(i) of the Hydro Legacy Fund Policy #2018-01, the weighted average yield to maturity be set at 4.0% for the purpose of accruing investment interest earnings to the Hydro Legacy Reserve Fund for 2023.

    AND THAT the recommendations provided by the Closed Meeting Investigator be adopted;

    AND THAT Closed Meeting Protocols be created to provide a standardized process for Closed Meetings.

  • THAT Report CDP-03-2024 Request to Support an Extension to Subsection 27(16) of the Ontario Heritage Act be received;

    AND WHEREAS Subsection 27(16) of the Ontario Heritage Act stipulates that any non-designated heritage property listed on the municipal register of properties as of December 31, 2022 shall be removed from the municipal register on or before January 1, 2025 if the Council of the municipality does not give a notice of intention to designate the property under subsection 29(1) of the Ontario Heritage Act on or before January 1, 2025;

    AND WHEREAS since January 1, 2023, County staff and members of the Municipal Heritage Committee (Heritage Haldimand) have been working to: review the municipal heritage register; research the heritage value and interest of non-designated properties; and, determine which properties should have the highest potential to be designated in accordance with the provisions of Section 29 of the Ontario Heritage Act and take all required steps to designate such properties including bringing forward recommendations to Council for designation;

    AND WHEREAS the above-noted work involving 140 listed properties in Haldimand County is extremely time-consuming and cannot be completed by December 31, 2024 with the limited municipal resources available;

    AND WHEREAS Heritage Haldimand wishes to advise Council of receipt of communication issued by Community Heritage Ontario on behalf or the Architectural Conservancy of Ontario on February 15, 2024;

    AND WHEREAS, this communication calls upon local municipalities, together, to respond to requested revisions to the Ontario Heritage Act under Ontario Bill 23, the More Homes Built Faster Act, as issued by the ACO in a letter to Premier Doug Ford, dated February 8, 2024 (as attached);

    THEREFORE, BE IT RESOLVED THAT the Mayor, on behalf of Haldimand County Council, send a letter to Doug Ford, Premier of Ontario, and Michael Ford, Minister of Citizenship and Multiculturalism, and Peter Bethlenfalvy, Minister of Finance, requesting that Subsection 27(16) of the Ontario Heritage Act be amended to extend the deadline by five years from January 1, 2025 to January 1, 2030.

  • WHEREAS the Dunnville Legion is committed to making a difference in the lives of Veterans and their families, providing essential services in Haldimand County, and remembering the men and women who sacrificed for Canada; 

    AND WHEREAS non-profit organizations like the Dunnville Legion face economic barriers to participating in community events;

    AND WHEREAS a Temporary Use By-law allows a temporary use for three years and requires Council approval;

    AND WHEREAS permit fees and schedules are subject to the Haldimand County User Fee By-law;

    AND WHEREAS the Dunnville Mudcat Festival runs annually from June 7-9th, 2024 which brings in thousands of visitors each year, and many vendors seek a Temporary Use By-law in order to extend their patio area; and

    THEREFORE BE IT RESOLVED THAT Council waive the Temporary Use By-law fee for the Dunnville Legion for the Dunnville Mudcat Festival.
