The Chair called the Haldimand O.P.P. Detachment Board meeting to order at 9:31 a.m.

The Chair read the Land Acknowledgement statement.

The Chair and all members of the Board were in attendance except for Member Maracle.

    THAT the minutes of the March 27, 2025 Haldimand O.P.P. Detachment Board meeting be adopted as circulated.

Inspector Kays introduced Detective Graham and Detective Baird from the Haldimand Crime Unit.

Detective Baird, Haldimand Crime Unit, provided an overview of his background, the composition and role of the Crime Unit, and specialized training required to be part of this unit. The different levels of crime and investigation were also highlighted.

Detective Constable Graham, Haldimand Crime Unit, provided an overview of his background, the role of detective constables in the crime unit and types of investigations they are involved in.

The Board asked questions and received answers regarding:

  • The amount of interaction with other agencies and police services;
  • Number of members in the Crime Unit;
  • Intimate partner violence; and
  • Human trafficking incidents.

Inspector Kays reviewed the March 2025 report with the Board, highlighting the following items:

  • Staffing updates at the detachment;
  • Decrease in motor vehicle collisions from April, 2024;
  • Ranking for types of collisions;
  • Importance of proactive traffic enforcement and police visibility and education;
  • Increase in impaired-related occurrences and enforcement;
  • Activities of the Community Street Crime Unit, Media Relations/Community Safety Officer, School Resource Officer and Community Mobilization Officer;
  • Alzheimer training offered for frontline members;
  • Mental Health Act occurrences and Mobile Crisis Rapid Responses Team (MCRRT) activities.

The Board asked questions and received answers regarding:

  • Process and legislation around detecting impaired drivers during traffic stops; and
  • Speed enforcement warnings.

The Board was advised that a report will be included in the April 29, 2025 Haldimand County Council in Committee meeting agenda to appoint a member to the board.

An overview of the Haldimand O.P.P. Youth Citizens Academy which took place on April 10, 2025 was provided. The academy offers an opportunity for youth to learn more about policing.

The Board asked questions and received answers regarding funding opportunities for the Youth Citizens Academy.

Staff Sergeant Fox spoke to the public process for 9-1-1 calls, noting the difference between the peace app and Voice over Internet Protocol (VoIP) services to route emergency calls. Some examples of issues that could delay the response were provided, including incorrect address, power outages, network congestion, and technical issues.

The Board asked questions and received answers regarding:

  • Subscriber information on VoIP account;
  • Reliability of the VoIP service;
  • Process for routing of and responding to 9-1-1 calls;
  • Peace app location;
  • What occurs during power outages; and
  • Effectiveness and efficiency of 9-1-1 service;
  • Factors that constitute an emergency;
  • Collision reporting centre and process for reportable and non-reportable collisions;
  • Purpose of the *OPP number; and
  • Number of 9-1-1 calls received.

The following items were highlighted:

  • Hagersville Secondary School Crime Stoppers' Breakfast on April 25;
  • Ontario Association of Police Service Boards (OAPSB) Zone 4 meeting format has been changed from in-person to virtual; and
  • Congratulations, well wishes and a small token of appreciation was provided to Inspector Kays for her promotion to Superintendent and relocation to Orillia.
