The Chair called the Haldimand O.P.P. Detachment Board meeting to order at 9:31 a.m.

The Chair read the Land Acknowledgement statement.

The Chair and all members of the Board were in attendance.

    THAT the minutes of the Closed Session of the February 20, 2025 Haldimand O.P.P. Detachment Board meeting be adopted as circulated and remain confidential.

Inspector Kays reviewed the February, 2025 report with the Board, highlighting the following items:

  • Tom Hutton was the successful candidate for the Staff Sergeant position at the Haldimand O.P.P. Detachment;
  • Slight increase in collisions from February, 2024;
  • Ranking for types of collisions;
  • Reduce Impaired Driving Everywhere (RIDE) events and impaired-related occurrences;
  • Activities of the Media Relations/Community Safety Officer, School Resource Officer and Community Mobilization Officer;
  • Mental Health Act occurrences and Mobile Crisis Rapid Responses Team (MCRRT) activities;
  • Diversion rate at hospitals; and
  • Update on staffing at the Haldimand O.P.P. Detachment.

    THAT the Board Financials and Current Reserve Figures, dated March 11, 2025, be received as presented.

It was clarified that the detachment board name was changed to align with the name of the detachment and encompass all communities within the detachment area. The current name matches what is in Ontario Regulation 135/24.

    THAT the correspondence from the Ontario Association of Police Services Boards (OAPSB) Re: O.P.P. Detachment Board Naming be received.

The Board was advised that the O.P.P. has established a working group consisting of a board member from each zone to develop a standardized matrix to be utilized for the performance evaluation of the detachment commander. It is anticipated to be finalized soon; however, no specific timing has been provided.

The Chair indicated that the performance evaluation will be completed on an annual basis.

The Chair provided an overview of the correspondence received from Haldimand County Council and indicated that this will take place once the annual policing report is available.

The Detachment Commander discussed the process for presenting the report and responding to questions.

    THAT the correspondence from Haldimand County Council Re: Invitation to Ontario Provincial Police – Haldimand Detachment Commander, dated March 12, 2025, be received.

The Community Safety and Policing Act requires that an annual policing report be presented to each Council on or before June 30 of each year. It is anticipated that this report will be available in May. Once the report is available, the Detachment Commander will make presentations to the Board, Haldimand County Council and the Mississaugas of the Credit First Nation Band Council.

The following items were highlighted:

  • Annual Crime Stoppers’ Appreciation Luncheon on April 10;
  • Haldimand Polar Plunge on March 29 in support of Special Olympics Ontario;
  • Registration deadline for the 2025 OAPSB Spring Conference and Annual General Meeting; and
  • Hagersville Secondary School Crime Stoppers' Breakfast on April 25.
